Do you own a cell phone? can you receive text messages. Then you too can receive alerts while in transit. RTFA chicagoist... What steams my broccoli is the fact that I developed a similar system while I was in school, IDOT was aware of it since I asked their permission and they still paid someone 80K to remake my design. I eventually dropped the (self funded) project because the real benefit would have been the accident alert feature which is not really used by IDOT at this time. Basically if there was an accident then I could get an alert and get off the expressway before it came to a screeching halt.

I agree, once you are in the car, limited value. But the ability to get a message saying "it's 4:00 and the inbound Edens is ________" lets me plan to either get on the road right away or slug it out at work until traffic dies down. For $80k what is not to like? (sadly mass transit is not an option for everyone)
