The cicadas have to finish maturing after they emerge. Once the cicadas begin to come out (possibly 22 May, possibly not) it will take a good week to ten days before they begin to get loud in the trees. So there will not be swarms flying around in 18 days unless they come out much much earlier than 22 May.
