They are baby-sitting prisons for teenagers. These bureaucrats are always going to be in need of funds for their police-state schools. They waste their money on the dumbest things and are waaaay overpaid. Just look at Adlai E. Stevenson High School for instance. I hope they all get closed down and more parents will see their greedy faces behind the masks. It's time to start building more private schools! (Not the religious kind...)</p>
