<description>&lt;p&gt;The Picasso may not have had a name when it was dedicated, but the plaza it stood on certainly did and it wasn&apos;t Daley--it was the Civic Center Plaza. 

The new name certainly is a sign of the times.&lt;/p&gt;</description>
