<description>&lt;p&gt;The Congress Hotel has not been on strike for four and a half years, but the workers have been. 

I&apos;ve stayed at the Congress and it is a shithole. The workers are never going to get the concessions they are asking for if the owners are not allowed to improve the building. &lt;/p&gt;</description>
