Jeremy: Of course they do. But I think the case can be made the city is behind on repairs/replacements of old pipes, which could present a serious problem in coming years. And, really, there are reasons pipes burst. They just don't burst for no reason. Don't believe me, though. Make some calls and do some research.

I'm not anti hole but I prefer them to be a little rough around the edges, it makes them easier going down and in.

And, of course, to replace a water main you have to, um, dig a big hole.

Yes, the city does need to step up the infrastructure repairs. But the hole has nothing to do with it. You don't go around replacing water mains for no reason. Sometimes, they just burst.
