biscuitcleaver: It's not under lock and key, it's not here at all! It is illegal to sell spray paint in the city. Seriously, if you want some, you have to go to the suburbs.

I've never really paid attention in Chicago, but in L.A - they have all spray paint under lock and key. Is that how it is in Chicago? And there's a special place in Hell for Fred Phelps.
