A battle will be involved to just start such a conversation. Do you really think America is the type of country where enough people in society will talk seriously about a licensing scheme for having kids? I agree that population is a serious issue, but even having a "national conversation" about licensing for popping out kids will never, ever happen in the USA. Nor should it. It's a stupid, totalitarian idea from a stupid, totalitarian person. Don't worry, though. I suspect nuclear war or just an old-fashioned epidemic will take care of your population worries soon enough.
