Here's a brilliant idea: if the user user submits the form more than once just check the bloody database to see if the exact same message was submitted by the user in the last x minutes. If so then don't submit the form.
The fact that you took the time to post a message here instead of working on the ongoing problem speaks volumes.

People get a little worked up over it because:
a) It's been broken for months and months and months and many of us have mentioned the problem multiple times.
b) This post makes it seem like the internet people are doing something wrong.
People offer up problems that they see all of the time. Chicagoist has gone on about the CTA or Illinois politics.
But I guess you're right BlueFairlane, this is Chicago and we're fools to expect anything to work as it should. Failure is our middle name.
