<description>&lt;p&gt;Toyota, if they did away the TIF funds all of the schools would have a fair shot at the funds. At least, by using the TIF slush fund, Daley can pick and choose where to use the money and keep the power away from the evil school boards.&lt;/p&gt;</description>
