The promoter didn't open that floor by himself: the venue was irresponsible in not working with the promoter to ensure a safe event.

The city ordered the E2 second floor closed but the promoter opened it anyway. No one should of been on the second floor but an irresponsible promoter held a party. The city cant inspect every venue every night the promoter new the building had been ordered closed but money could be made so no the city isnt wrong the promoter put money ahead of safety.

hmmm ... the city of chicago can't be held liable for the deaths of the E2 people for not actually holding that club up to code, SO ... they'll just try to make some crazy ass promoter's ordinance and put all the onus on the promoter than acutally doing their job. NICE.

Re: fitness test for CPD officers before they can carry M4 assault rifles... sounds like a good idea UNTIL the first "underarmed" officer gets "outgunned" by a bad guy.
If this idea doesn't work, maybe we can force the bad guys to take a fitness test before they can carry dangerous weapons.
Come to think of it... are there any fat bad guys out there?
