Naperville police scolded an Aurora man who has been taking photos of women's fingers and toes. No charges have been filed because the women all gave their permission, and the man said he wasn't trying to offend anyone.
Police say the man approached women at a SuperTarget and at the library, among possible other locations, and "politely persuaded" them to let him photograph their fingernails and toenails using his phone. [Naperville Sun]

huh? really?
yeek. shades of Donnie Pfaster...
(a bucket of chicken to whomever knows who that is. no exceptions for vegetarians (there are people starving you know))
Shannon: The creepy guy from the X-Files? Well, one of them. He was the undertaker if I recall.
It's curious that this guy was going up and asking permission. Japan has had this "upskirt" nonsense for years now.
It's a mite weird, and bothering people at the library is always bad form.
He should set up a little photo-stand.
Certainly odd, but I don't think the man needed to be "scolded" by the police.
I wasn't aware that police were schooled in the art of scolding. What a novel concept. I can't even imagine the lines he would use for such an endeavor.
Hmmm...maybe he has an idea for a coffee table book...
