When a water cooler on the 15th floor of the downtown federal courthouse disappeared, the workers did what anyone else would do in that kind of situation: call the U.S. Marshal Service. In the ensuing investigation, the Marshals examined surveillance footage and discovered that three men (Russell Kozbiel, 41, of Elkhorn. Wis.; Greg Ingersoll, 40, of Elkhorn, Wis.; and his brother, Jeffrey, 42, of Lake Geneva, Wis) who were doing contract work in the building were responsible for the hydrate heist, taking the water cooler and two jugs of water, valued at $150, to their workstation on the 29th floor. The men were charged with the misdemeanor "stealing or purloining government property."

it's federal property, the marshals have jurisdiction. who were they supposed to call? or were they supposed to not do anything?
Yeah, you really don't want to mess with government property.
Sure, they can come seize your home, declare emminent domain or any number of other tricky doings, but touch their stuff and down comes the hammer.
