<description>&lt;p&gt;More hiring freezes, and that&apos;s a HUGE problem.

I can speak from the chicago public library perspective. The repeated freezes in hiring have allowed absolutely SHIT people to hang on to great positions for decades and left many branches woefully under-staffed. The Sulzer, the north side&apos;s regional branch, has 1 story time a week. ONE. Even tiny suburban libraries with way less money can do 4 or five programs a week. A lap-sit costs nothing. But it takes active librarians and someone to cover the information desks. 

Add in all the people who just won&apos;t retire or can&apos;t be removed and it&apos;s sorry shape. And they keep builidng these beautiful new buildings with tiny, tiny staffs and no programming. Fucking sad. 

That&apos;s just one department. Now take that and stretch it city-wide. &lt;/p&gt;</description>
