When I lived out in the burbs, they did recycling for free but you paid for each bag of garbage you put out - like $1.65 a bag (back in 1995, no less).
To me, that both encourages recycling and helps the City's budget, no?

Most cities have been charging for garbage collection since they started collecting garbage. It's silly that we've gotten it for free as long as we have.
