He likes to make proclamations and enact rules that he thinks will make him popular. You don't have to be a shrink to figure that one out. His giving the seniors totally free rides was a good example of that. They had never asked for it, he never researched it, vetoed funding to cover the cost of it & failed to limit it to low income seniors only.</p>
