<description>&lt;p&gt;Because too many people were showing up their court appearances here in Cook County. Good job giving all of us another reason to avoid the courthouse.

This is such an obvious example of &quot;juking the stats,&quot; where the police need high arrest quotas and impounds, so they prey on petty offenses - often at the expense of alienating large groups of people. In this case, ticketing and fining a group of people highly at risk of turning back to crime, on their way to fulfilling their lawful appearance requirements. CPD ftw.&lt;/p&gt;</description>
