Navin: Presumably you filed your income taxes for 2007 - that was the sole requirement. The people being discussed haven't filed their taxes yet, so no checks for them.

Let's get this straight.. The government didn't just 'hand us money'.. They in fact gave us our hard earned money back with Uncle Sam's name on the check to try and score political points.
