<description>&lt;p&gt;Mayor Daley can&apos;t even promise to keep his hands off the Skyway fund anymore, which, if it happens, likely will increase future borrowing costs for the city.

Is there anyone left who really thinks this guy is a good manager anymore? What a failure. What a fraud. &lt;/p&gt;</description>
