You are confusing the Volstead Act with the 18th Amendment. The amendment outlawed booze, but the Volstead Act gave the feds the authority to go after the makers & sellers of the booze.

I went to the Coq D'Or about a year ago, and had a pretty good Old Fashioned. The thing that was hard to make peace with was the idea of old-school elegance that I wanted it to be...and the reality of jean-shorts clad tourists in there chowing down on burgers and chicken fingers. Maybe it's my fault for being in there in the early afternoon on a weekday. Who knows.
