That's not entirely true. He was a backbench Congressman who ran on reform after Ryan, and had no well-known history of corruption--at least nothing extraordinary in Illinois. Don't believe me, look it up for yourself. Research can be your friend if only you would let it. And no, I didn't vote for him.

The sad thing of holding Topinka up as a paragon is that she put the agency deposits into state banks up for sale when she was Treasurer.
See, the Treasurer maintains what banks hold state agency deposits. It was almost a joke among bank executives at the time. If you wanted to be considered - just considered - you had to come forth with no less than $50,000 to Topinka's campaign and $50,000 to the State Republican Party. From there, she would reward agency deposits to the banks with the highest contributions to the lowest and when she ran out, you were among the lowest bidders.
It did help to have former GOP office holders on your board of directors, too.
So, to those who think this is a Democratic-only thing, remember the Ryan/Topinka days. What brought Ryan down is the fact he was caught. Topinka was and is as dirty as Blagojevich.
