The people who stay in Blair House are generally extremely high end foreign leaders, and you don't boot them in favor of an American, even if they are the president elect. It is no different than when the US president visits another county. Arrangements/Security are made months in advance and cannot be changed.

The schedule of Blair House is not public, but the UN Secretary General is scheduled to visit DC on Jan. 6, so there is a possible guest.
