I think I've changed my mind as to the utility of the stoplight cameras for safety. Initially, I thought it was purely a revenue generator that wouldn't change habits, because you wouldn't know you were getting caught until you got 10 or 20 tickets in the mail together. However, after having them installed around my workplace and home, I think they can change behavior. The flash from the cameras is very bright, and very startling. Anyone aware of the camera at the intersection knows what the flash means. This immediate feedback will change behavior, and will make the lights safer, for those who are familiar with where they are located.

I still don't like them, but I don't think their sole design criteria is a revenue generator at this point.
