<description>&lt;p&gt;This is the opposite of what Quinn should be doing to stimulate the economy.

A tax CUT should be planned.  Cut wasteful state programs and patronage-laden state agencies.  Leave the money in the hands of individual citizens.  Let them spend that money.  Let that spending create jobs.  Is that too hard to understand?
