<description>&lt;p&gt;The CPD has been under manpowered for years, by thousands of officers. A large part of the problem are cops who linger in desk duty or other administrative limbos for years, often drawing their max salary while filing. 

The residency requirement stipend is a joke. All city employees are bound by that. If they gave it to the cops every union in the city would go for it. In the middle of a recession with a broken budget? Catastrophe.

Meanwhile Weis and Daley are looking to privatize law enforcement.
