1 - Sell rights to Midway to private concern
2 - Collect BIG $$$
3 - Spend BIG $$$ on pet projects
4 - Wait from private company to go bankrupt
5 - Seize control back of Midway

Same can apply to the parking meters. Hopefully?&lt;/p&gt;</description>
