I've experienced first hand that the City writes undeserved parking tickets. If the officer is incorrectly recording the time a person parks on the tickets, that's wrong period.
I have little to no sympathy, however, for someone who shows up to a spot at 9:15 and sits in their car for 15 minutes in an attempt to game the system. The sign clearly says no standing. Why should the officer have to warn or confront drivers in that situation before issuing a ticket?
