Ron "Ax Man" Huberman Lops Some Heads

Daley's cabinet got the ax today, as City Personnel chief and last original Daley cabinet member Glenn Carr announced his resignation yesterday and Transporation Department Commissioner Miguel d'Escoto also submitted his walking papers today. Carr and d'Escoto's resignation's brings Huberman's "Commissioner Count" to three, since Water Department Comissioner Richard Rice was ousted last week.

While Carr isn't being blamed for any of the city's recent scandals, the city has had its share of personnel problems lately, and plans have been announced for the Personnel Department to get more involved in selecting and qualifying personnel for city jobs. D'Escoto, on the other hand, has been surrounded for months by whispers saying that his days were numbered.

The Transportation Department has made regular appearances in the Hired Truck investigation. Then, D'Escoto's family construction company embarrassed the mayor by clouting themselves into large O'Hare contracts in April -- just as Hired Truck was getting hot. And then Tom Byrne's appointment last month to "look into every corner" of Transporation spelled d'Escoto's eventual doom, since Byrne's appointment was announced with no mention of d'Escoto himself.
