Cops on Loan to Pittsburgh Under Investigation

Over a dozen Chicago police officers on loan to Pittsburgh for last month's G-20 Summit are being accused of forcing a handcuffed suspect to kneel on the ground in front of them while they took a group photograph, reports Chicago Breaking News.

A video shows the officers in riot gear surrounding the suspect while one officer directs him to kneel down - spread eagle. After the photo is taken there's some celebratory back slapping and the officers seem to quickly disperse. The suspect, Kyle Kramer, a senior at the University of Pittsburgh, told the story to the Pittsburgh Post-Gazzette,"Things were happening so fast, and I didn't know how I was going to be treated." He said of the arresting officer, "he was kind of up and down, angry and then friendly." Kramer said he initially started "a little bit of an argument" but then told the officer he would be in the picture not knowing what might happen to him if he had said "no". He was charged with failure to disperse and disorderly conduct.

The officers used their vacation time for this special detail at the G-20 Summit, and according to Chicago Breaking News, all expenses were paid by the City of Pittsburgh. Police Supt. Jody Weis made no comment other than the incident is under investigation.
