Hiring Violations Cited in Scathing Report

The city's Office of Compliance has failed repeatedly to report hiring violations in keeping with federal regulations, according to the Sun-Times.

In a critical report filed in federal court on Friday, court-appointed monitor Noelle Brennan faulted Mayor Daley's Office of Compliance for "many delays in filing a final report detailing a 2008 investigation into a deputy human resources commissioner's alleged violations of hiring rules," the report said. Brennan is responsible for monitoring the city's compliance with a federal law that keeps employee's political connections out of hiring decisions or promotions consideration.

According to the Sun-Times, Brennan called out "compliance executive director Tony Boswell and another compliance manager for criticism." While Boswell wasn't available for comment, but Mark Meaney, first deputy director of the office, claims a clerical mistake may have caused the criticism. Brennan and others received a report labeled as a draft that was actually the final report, Meaney said.
