The quaint little Illinois town just 12 miles east of St. Louis has been seemingly overrun with folks sporting saggy jeans. City council members, “tired of looking at people's underwear,” voted to put a stop to the practice. Despite objections from Mayor John Miller, the Collinsville city council voted to pass a law requiring pants to be“secured at the waist to prevent the pants from falling more than 3 inches below the hips...causing exposure to the person or the person's undergarments.” First offenders will pay a $100 ticket and perform community service, repeat offenders will pay $300 and perform more community service.
Even though council member Michael Tognarelli said that he received several phone calls and emails regarding sagging pants and that “75 percent of the people were for it,” council member Nancy Moss, who voted against the measure, called it a non-issue. According to STL Today, she said “Prior to this, I had not received one phone call from residents in the city about sagging.” Mayor Miller made probably the most sensible comment in the whole fracas, asking why the city would spend taxpayer monies on enforcing such a law.
