Here we are at the penultimate day of 2011 and the streets are rain-slicked this morning, once again. That's only adding to the second wettest year in Chicago history's total. The rain will continue sporadically through tonight. As for the temps, we're stuck in the lower 40s today with the possibility of ice forming later tonight as the mercury dips below freezing. It's the 19th day this month the high temperature will pass 40 degrees, which must make maintaining all of the outdoor skating rinks even more of a chore.
