Meteorological winter is over, according to Skilling Central. But today's forecast is easily the high point of the week with a projected high of 40 degrees and partly sunny skies. The clouds will thicken as we approach evening as a new storm front hits the area. The National Weather Service has issued a winter storm watch for Tuesday that will pelt the greater Chicago area with snow or freezing rain, depending on the conditions.
