Judge Bans Wisconsin Man From 'All The Libraries On The Face Of The Earth'

A Wisconsin judge has banned a homeless man from "all the libraries on the face of the earth" after he was allegedly caught masturbating in a public library.
An employee at the Racine Public Library called police and said Tyree S. Carter, 20, was "standing in the open, not trying to conceal the act," according to the Racine Journal Times.
Carter initially told police he did not know why they were called, but then he allegedly apologized and said it was the first time he'd masturbated in public. He was arrested, then released on $1,000 bond, but as a condition of his bond, the judge ordered Carter to “stay out of all the libraries on the face of the earth.”
Carter had been staying at a homeless assistance organization in Racine. He faces up to $11,000 in fines and a year in prison.
