Serial Rapist Heads Back to Prison for 75 More Years

One would think that spending 30 years in the pokey for rape and armed robbery would create an adverse reaction to all things criminal. Apparently this isn't the case for 63-year old serial rapist, Julius Anderson.
Anderson was paroled in June 2009 to the St. Leonard's House after spending 30 years in prison for sexual assault and armed robbery. Three months later, Anderson left the halfway house without permission and sexually assaulted three women in the Bucktown neighborhood. A month after the assaults, he was apprehended by the police. Anderson was convicted of aggravated criminal sexual assault, attempted home invasion, and aggravated criminal sexual abuse. He will now serve 75 more years in prison.
The three women assaulted in Bucktown are suing the state of Illinois, St. Leonard's Ministries and the psychologists involved in Anderson's case. The lawsuit states that all three parties ignored Anderson's mental state when evaluating him for parole.
Anderson, diagnosed with chronic schizophrenia, was not exactly a model prisoner, racking up more than 100 disciplinary actions whilst in prison. When it came time for his parole, both Illinois Attorney General Lisa Madigan and Cook County State's Attorney Anita Alvarez wanted the state to commit Anderson to a secure, state mental health facility, which is what Illinois law allows for habitual sexual offenders. The state and psychologists familiar with Anderson's case said no, and he was paroled.
Since the Anderson assaults, St. Leonard's has ceased accepting paroled sex offenders.
