Sometimes it’s so bitterly cold out, the “numbers” on the “weather app” really don’t do it justice. It was 7 degrees out last I checked, and felt like -11, but what does that mean?

Yeah. According to this Tweet from Chuck Garfien, an anchor and reporter at Comcast SportsNet Chicago, it means that a dropped coffee freezes solid before the cup hits the ground.
Speaking from personal experience, it also means that the air feels like a knife stabbing you in the face, and that you will be cold even when you wear three pairs of pants at once.
