IPRA Releases Video From Police Chase That Led To Teen's Fatal Shooting In The Back

The city’s police oversight authority released videos showing moments surrounding the fatal shooting of 19-year-old Kajuan Raye, in West Englewood last year.

Surveillance video shows Raye running as a police SUV drives quickly up to the corner. A police officer exits the car and chases Raye on foot.

At no point in the three videos is Raye seen facing the officer, apparently Sgt. John Poulos, who shot Raye in the back. Poulos told investigators that Raye twice turned and pointed a gun at him during the foot chase, which happened last November. Authorities never recovered a firearm from the scene. Poulos was responding to a call of a battery in progress when he drove up to Raye ahead of the foot chase.

In 2013, Poulos shot and killed another unarmed black man, in Lincoln Park, who Poulos thought might have been pointing a weapon. Poulos was cleared of wrongdoing in that shooting by the Independent Police Review Authority.
